They may need execute permissions as well. If you open the directory
for the Bat and select 'properties', go the 'security' tab and select
'everyone'. Now look for 'read and execute' and check the allow box
there. Also check the allow box for 'write' as you may need that as
well.

If you still have problems, you can select 'Full Control'. If you
still have problems, then it is something else that is getting in the
way.
