I think the macro is supposed to do as above, where all the blank lines
are quoted with the ">". %Quotes leaves blank lines, but doesn't quote
them.

However, I can't get %QuoteEmptyLines to work. I use a QT that was put
together by Januk Aggarwal and that can be found on the TBUDL macro and
QT page
