Activating OTFE encryption is currently awkward and likely because it's
in beta. Currently, you need a brand new installation that has never
been started, i.e., the registry entries have not been created. On that
initial firing up when you'd be given the choice to create a new account
or restore a previous installation from backup, you're also prompted to
choose OTFE.

I'm hoping that we'll soon be able to make that choice at any point
while using TB! and not only when making an initial fresh installation.
