Given your criteria, no program is multiuser aware, because they all use
their own set of settings for each user that logs on (IE, OE, Outlook,
Opera, Firefox are all perfectly multi-user aware, and they are not when
you look at them your way).

You want to share settings (not only data) among multiple users. That does
always require some manual care by an administrator.
