No, because the %To= command adds the new string to the To: header,
where %To="" is a special case that empties the header.
Also there's the situation that some macros are interpreted more than
once, anyway I tried your macro and replied to you on your own
message, this is what I got (As you can see, I spoofed your address):

This makes a rather odd To: header, especially with the organization
bug still present in TB. Note that on the second interpretation run
you'll get .didtheyreadit.com.didtheyreadit.com as an add on.
