Workaround until that:
1. Create a new mail that looks like the HTML template you like
(pictures, logos, background, etc.).
2. Put e.g. AAA into the To: field.
3. Save the message to the Outbox.
4. Make a Common folder with the name e.g. HTMLTemplate
5. Export the draft mail as MSG into a file
6. Delete the draft mail from the Outbox
7. Open the file, and replace the
To: AAA
line with
To:
8. Save and close the file
9. Import the file into the HTMLTemplate folder

You are done. Next time you need your HTML template to send a new
mail, you have to go to your HTMLTemplate folder, Ctrl+C, and paste it
to your outbox and open it. You will always reach your original
template in the HTMLTemplate folder.

As every workaround, this is not a complete solution...
