Well, over here it does under the right circumstances.

I  guess  you  activate  MSN  via the taskbar, so you set focus to the
taskbar  before MSN really opens. After closing MSN your focus returns
to the last application: the taskbar.
Over  here  it happens just so, but if I start a program with a hotkey
(win-e  to  open  the explorer) I return to TB when I close the active
program.
