Quantum communications, which can maintain high security of communication systems and make a serious push towards network compatibility, has fascinated many scientists and researchers for developing secure and efficient quantum communication systems. In recent years, new techniques, concepts and applications about quantum communications have been proposed to break the limitation of quantum physics, and the emerging and future technologies are driven by the need for fast quantum random number generators (QRNG), reliable fiber-based quantum key distribution (QKD), quantum repeaters and free space quantum communications. Recently, multiple-Input and Multiple-Output (MIMO) technique has been widely studied in wireless communications because it can provide significant increases in data throughput and link range without additional bandwidth or transmission power. More researcher s have also recognized that MIMO technique can be applied in more communication systems to improve their capacity of transmission. SQC 2013 aims at providing a forum for discussing the latest academic and industrial research results related to security and quantum communications, and MIMO technique in the area of networking and communication systems. The 3rd International Symposium on Security and Quantum Communications (SQC-13) will be held in conjunction with "The 5th International Symposium on Cyberspace Safety and Security (CSS 2013)". It follows the success of SQC-12 in Liverpool, UK. It aims at bringing together researchers and practitioners in the world working on theories and technologies for ubiquitous artifacts to function safely for different purposes; for ubiquitous systems to work safely in various situations; and for ubiquitous environments to behave safely with all people. Scope and Interests SQC-13 is an international symposium for presenting and discussing emerging ideas and trends in aspects of Security and Quantum Communications, but are not limited to: (1) Quantum Cryptography and Quantum Communications (2) Quantum Measurement and Quantum Metrology (3) Quantum Computing and Quantum Information Theory (4) Implementations of Quantum Information Processing (5) Applications of Quantum Communications and Networking (6) Free-Space Quantum Communication on Earth and Space (7) Entanglement as a Resource for Quantum Communications (8) Network Protocols and Wireless Networks (9) Information Coding and Compressing Techniques (10) MIMO and OFDM Submission and Publication Information The accepted papers from this symposium will be published by Springer Lecture Notes in Computer Science (EI indexed). Submitted papers must not substantially overlap with papers that have been published or that are simultaneously submitted to a journal or a symposium with proceedings. Papers must be clearly presented in English, must not exceed 10 pages (or 14 pages with the over length charge), including tables, figures, references and appendixes, in Springer LNCS Format with Portable Document Format (.pdf). Please submit your paper at https://www.easychair.org/conferences/?conf=sqc2013. Papers will be selected based on their originality, timeliness, significance, relevance, and clarity of presentation. Distinguished papers, after further revisions, will be considered for possible publication in several SCI & EI indexed special issues of prestigious international journals. By submitting a paper to the symposium, authors assure that if the paper is accepted, at least one author will attend the symposium and present the paper. For no-show authors, their papers will be removed from the digital library after the symposium and their affiliations will be notified. Important Dates (1) Paper Submission Deadline: July 10, 2013 (Extended Deadline) (2) Authors Notification: August 15, 2013 (3) Camera-Ready Paper Due: September 15, 2013 (4) Symposium Dates: November 13-15, 2013 General Co-Chairs Han-Chieh Chao, National Ilan University, I-Lan, Taiwan Guihua Zeng, Shanghai Jiao Tong University, China Program Co-Chairs Howard E.
