I did not download the complete distribution but only tcl-httpd.
Following remarks I have:
a) Many Software packages nowadays provide an INSTALL file, describing
how to build the software.
No word about that in the complete description.
You expect that users of tcl-httpd know what to do in the case a
configure and makefile are in the main directory
b) The makefile is not uptodate (Version 2.3.7 is written in the file).
The best would be not to provide a makefile at all
c) A description where tclhttpd 3.0.0 defaultly installs the file of
tclhttpd is completely missing

../lib
../tclhttpd
Unluckily the installation of 3.0.0 substituted some files in the
latest 2.3.7 distribution.
The current web server I'm running is a mix of 2.3.7 and 3.0.0.
Till now no problems noticed.
That the directory path tclhttpd doesn't have a version number in
it can cause problems in the future.
Someome gets the newest distribution. Installs it and finds a
newly introduced blocking bug. If (s)he installed
just from scratch there is no simple fallback possibility.
d) I like the idea that the crypt.so lib etc are now more standalone.
That's good.
e) The distribution consists of tcl8.3.1.., Thread 2.0, tcllib,
tclhttpd.
Three of four packages are available on dev.scriptics.com.
Will Thread2.0 be made available too?
