Look in the sample htdocs/access directory for examples.
There is emulation of the .htaccess files found in Apache.
There is also a .tclaccess file where you can register an arbitrary
Tcl proc to call to check access.  Finally, in 3.0 there is a new
Url_AccessHook mechanism so you can filter all URL requests.
