 Do a simple "hello, world" test. 
 1) Start tclhttpd, so you can watch its standard output.
 2) Put a "puts" command into the .tml file in the location
        you think is correct :-)
 3) Access the page in a browser and see if you get the output.

 I'm thinking you are not putting your ".tml" Tcl sources into
 the correct location.  Of course, they do need to be readable
 by the account running tclhttpd.

Most of the packages have documentation with them.
There is no overview document.
