New cgi.tcl

I've done a more complete fix for the CGI post data handling that I
broke in 3.2.  Attached is a new cgi.tcl for you folks to test.
I've also committed this to the SF CVS repository.  If it looks OK
(Please test it!) I'll cut a 3.2.1 tar ball.  I'd like to do it
by Wednesday, if possible, so please bang on this version.
