Which package did you grab? The only thing I can think of is that
you need to make sure that you have tcllib installed.
tclhttpd3.0.3 uses tcllib0.6 and tclhttpd3.2 needs
tcllib0.7.
If you have these make sure that they are in your path. I've go mine installed
in C:/Program Files/tcl/lib/tcllib0.7
Use tcl 8.3.2 as well, I think previous version had problems with the finding
packages.
