As a question arises, you do not do compiling of modules that require C
compiler.

If this is acceptable for you, I can send Tcl.dll file for you. Tcl.pm and
Tk.pm should be placed in proper dirs.
I beleive you have ActivePerl installed and ActiveTcl aslo installed. Which
versions?
