In some cases, yes, the companies don't consider a position "filled"
until a candidate has been selected, has joined and been on the job
for some period of time.  The interval between posting a position
and closing it has definitely become longer, especially in companies
that experienced the dot-com era phenomenon of candidates joining
and then not showing up to start or leaving a few weeks after joining
because someone made them a "better offer."  But that doesn't
explain those that just never notify candidates they've brought in,
ever.  It's not as if sending the "thanks for coming in, but..." letter
or remial puts them out that much.
