Well, I've just pulled a couple include files out of BSD and now it compiles under VC6. I still have some minor issues compiling everything under Cygwin, but it's not related to PFVAR.

print-pflog.c should no longer be built at all.  configure should put it
under LOCALSRC if and only if HAVE_NET_PFVAR_H is available.
