I'm not sure what you mean by "offer".  If you want to install a binary version 
of tcpdump on your own machine, there are no licensing issues; you'd just need 
a binary that works on whatever operating system you're using.

If it's a Linux distribution, there's probably already a binary version 
available for it (RPM/dpkg/whatever).  {Free,Net,Open,DragonFly}BSD, and Mac OS 
X, provide tcpdump as part of the operating system.  I don't think Solaris 
does, but it shouldn't be hard to compile, and there might be binary packages 
available for it.  For Windows, try WinDump:

If you want to modify tcpdump and provide your own binary version, there are, 
again, no licensing issues; tcpdump is offered under a BSD license.-
