No, not really.
You can hit ^Z (suspend) which will cause it to stop reading stuff from the
kernel.
The kernel will hopefully begin to drop packets, so if your pause is long
you will in effect stop the capture. You could certainly teach tcpdump to
catch ^Z and turn off/on promisc and capture.
