I've compiled RH 2.4.7-10 and kernel.org 2.4.7 using identical
configurations. Timestamps have 1us resolution in the fresh
copy of 2.4.7 and 10ms resolution in RH 2.4.7-10.
RedHat definitely did something to the kernel that broke the
do_gettimeofday functionality. They've futzed with
arch/i386/kernel/time.c in ways that look suspect.
