But when I run it, I'm not necessarily doing it because I'm
administering a machine; sometimes I'm doing it because I'm looking at a
network trace to see why either my code, or some code somebody else
developed that's communicating over the network with my code, isn't
working.

Therefore it's not an administrative task.

A normal user can also legitimately look at network traces, e.g. a
developer of networking software might do that regularly.

HP-UX does, and tcpdump runs on it.

I suspect Unixware does as well.
