With the publication of WinPcap 3.0 alpha (see http://winpcap.polito.it/news.htm), libpcap and tcpdump from tcpdump.org can now be compiled under Win32 using WinPcap.
I've added to the libpcap source code the project files that integrate with the wpcap.dll project: now it's possible to checkout a CVS version of libpcap, copy it inside the WinPcap source tree and build it to obtain an updated wpcap.dll. I've also added two Readme files (one for libpcap and one for tcpdump) that explain how to build under Windows. Let me know of any succesful or unsuccesful compilation attempt.
