I should have noticed that :(

It does not see ping packets. no unicast packets at all.

Tcpdump system has multiple interfaces:

eth0 - backbone
eth1 - connected to test network
eth2 - ||
eth3 - ||

If I run tcpdump -i eth0 it sees unicast packets on the backbone (including 
icmp) but when  I use tcpdump -i eth1/eth2/eth3 I only see multicast 
packets.
