Sounds like it's not really a libpcap file, but some other format.
tcpreplay/tcpdump only support libpcap, but Wireshark supports more
formats.  You can use the 'capinfos' tool which comes with Wireshark
to tell you what format it is.  I think Wireshark can even convert
most other formats to libpcap too.
