George I don't know which one is better. We went with WHO for ours. One of the reasons I did is I could get weather software for my computers and I also bought the K12 curriculum to use in class. Since I got it in the winter I will train teachers on it next fall.
The other reason is that we liked the weather bug that comes up on the screen and we seem to have quite a few people in our community likes it. The final reason we went with it was because Ch. 8 had a lot more stations than Ch. 13 so we went with 13.
