Yeah they won't adhere to the school only part of it.  Plus as cheap as it is 
to get some more minutes anymore it is just as easy for them to use their own 
cell phone.  They will have to have one anyway since they aren't suppose to 
make personal calls on the district phone.

I think its better to leave the lid on that can of worms...
