If I follow correctly, there are two ways to fail:
no free objects, and at page limit ("the pool limit")
no free objects, not at page limit, but allocating a page failed
But the second path is complicated based on PR_WAITOK and PR_LIMITFAIL.
But, the OP's pool looks happy.
