Emphasizing that I'm just making an half-educated guess here, I think X 
is 2-3 and Y is about 10.

And I think the amount of *extra* complexity to support turning the 
entropy source back on again after it has been asleep for 5 months 
shouldn't be much. 99% of the complexity is there already to handle 
testing of the entropy source on HSM boot.
