IPSEC does not help you if your adversary (e.g. MPAA or the government)
connects directly to you.  After successfuly connecting, they will know what
protocol you are running, and may attempt to attack you through legal means.

With my proposal you can prevents this by running an anonymizing layer
that has general applicability.  Then an adversary cannot prove who is running
any particular protocol.
