I can see how you can assume that all blocks in a file are equally
popular, but there's a whole spectrum of popularity which correlates
with reliability. (Have I lost it completely here?)

Independent of file popularity, if you're willing to make three
requests for each block, and the hosts you request from are all
malicious or buggy, you lose. And "make more requests" isn't an
acceptable answer: then everyone starts broadcasting and the network
crumbles.
