They could try to make it illegal to run a Freenet node connected to
the public internet, but that would be difficult to enforce worldwide,
and the internet is just one way to connect nodes.  There is still
packet radio, direct dialup, wireless ethernet, and more.  I dream of
a low-energy wide-spectrum wireless approach whose use would look no
different than random noise, so as to provide an unregulatable commons
of worldwide digital communication.
