Yes. By default, it uses the rendezvous and IP lookup service I am
running at Cornell. The code can be easily modified to access other
services.

Sort of. Pure TCP simultaneous connect does not work as well (Windows
doesn't always support it). The approach used is a variant of
simultaneous connect. See the cited paper for more details.
