In my opinion, no. Routing depends on connections having some form of 
real trust behind them, or they will probably not have the correct 
properties. In short, this kind of promiscuous ref-swapping is probably 
bad for the network in the long run, when it grows even bigger.

More connections are better, yes. The ultimate is everyone connected to 
everyone. On the other hand, that is very far from the idea of a darknet 
that Freenet tries to implement.
