I think we should bundle this in Librarian. There is a small risk of the
index being tampered with by the inserter though at an inconvenient
time - as long as there is only one updated index. Any objections to
bundling it in Librarian (rather than a CHK-based index) for now? In
future hopefully we will have multiple such indexes.
