How about instead of bundling this is done via the installer?

There would be a 3rd-party tools section, that can be checked/unchecked for
installation.  The users would then have a choice to install frost, pm4pigs,
etc..  This would eliminate the distinction issue of freenet vs 3rd-party
freeenet tools.
