What about instead offering an option -
"Run node in low-bandwith mode"-

With selected, it would create a window-

"Running the node in low-bandwidth mode will cause freenet to run  
slowly, in order to allow the other internet connections on your  
computer to run faster. This may be useful when playing a multiplayer  
game, or downloading a large file.
When you are finished which this activity, return freenet to normal  
operation for best performance"
