Somewhere around there, it was definitely getting that way when I
started using the internet way back in '95. I'm pretty sure CGI was
before 1993 though, proto-PHP was around in 1994.

Good luck penetrating the hype-o-sphere. Though Ruby on Rails is
really useful for some applications...
