The list is hardcoded in the description of the option. We don't have
option types (like string, decimal, float, lists) so it would mean
changing quite some code to enumerate the available themes in the
config page.
Also, when using Firefox you can get a list of available themes via
View -> Page Style menu. Alternatively it's in the source code of every
HTML page generated by fproxy. :)
