Anyone get this problem? High bwlimitDelayTime but low actual bandwidth usage?

On FProxy it says: bwlimitDelayTime too high This node has to wait too long for available bandwidth (1679 > 1000). Increase your output bandwidth limit and/or remove some peers to improve the situation.
