Github does a beautiful job of comparing branches or arbitrary
commits/change sets:

Including pull requests (to merge a branch) and line-specific comments,
which would allow the review & comment->signoff->merge->deploy process that
you described:
  https://github.com/features/projects/codereview

We've used the compare view almost daily for months, and I can't imagine
anything better.  They built it (and the rest of Github) to solve their own
real needs, not some theoretical customer's, and it shows.
