Just be aware that most windows dhcp admins prefer to create redundant 
non-overlapping ranges for redundant dhcp servers, rather than relying on 
conflict detection.  Why?  I don't know.  Perhaps conflict detection isn't very 
reliable...

When I've seen conflict detection enabled before, it was set to 3.  There were 
no problems on that network.  So again, this is anecdotal evidence that perhaps 
it's not very reliable.  But I believe it will suit your purposes.
