It's ideal, right up until someone changes the configuration to drop a bunch of services and they're automatically removed from monitoring, so you never get told. Everything's fine with the world, as configured. Cut-outs are good engineering, to prevent failures rippling through everything, automatically. There's a good reason to keep the configuration for monitoring separate from the configuration for services.
