I've been vocal about some aspects of this discussion so I'd like to ask
the others for some opinions. There's two words we've been using a lot
and either of them generates a lot of reaction but I'm wondering if some
of the problem might be the language.

There's been discussions about both "certifications" and discussions
about "licensing" and others about "education" which I'm going to
side-step for a little while. So, given this preface, what do these two
words "Certification" and "License" mean to everyone?

Since I started this particular conversation, I'll start:

/*License:*/
A temporary/transitory authorization by a governing body, authority, to
perform some action and/or to assume some responsibility related to a
specific task or tasks. Usually, by implication, acknowledging that the
licensing authority has established a set of rules that the licensee has
to meet or exceed in order to shoulder the responsibility of their
actions and to exonerate this authority from responsibility.

/*Certification:*/
A statement by a recognized (by implication) authority of the validity
of statements of competence or assertions of knowledge made by a person
or manufacture about a person (themselves included) or object or
end-product of a task or tasks.

The two "items" are not mutually exclusive or precursors to the other.
You can get a license without certification and you can get
certification without a license however by the acquiring the license the
licensor has provided a certification to the licensee too.

So, what do others think about this? Does it help us refine the discussions?
