No question about it:  The best solution is to provide the web interface, and 
*also* install office applications locally.  There are many reasons:

* As you've hit upon, the hassle of uploading to edit is an extra step.
* Did you know, the online versions of office tools are significantly less 
powerful than the client installed applications?  Lots of functions or features 
that can be done in the client installed application simply cannot be done 
online.  (Similar to google docs).
* If you put files up online, and you browse to them in the browser, you have 
the option to either edit online, or edit using your clientside app.  The 
online editor launches faster, which is nice, but as mentioned before, lacks 
some functionality.  The clientside application integrates seamlessly with the 
web browser, so you don't need to think about downloading & uploading - you 
just click "Edit locally" or whatever the button is.  The client applicaiton 
talks WebDav natively, and edits & saves directly to the server.

Grain of salt:

I have not yet tried Office365 html5 offline capabilities.  Supposedly for the 
last couple of years, you've been able to use the web application offline, so 
you don't need to upload & download files all the time as Guus mentioned.  But 
since I haven't experienced this personally, you should try it first and form 
your own opinion.
