I seem to have AirPort keychain items in both my login and system keychains; maybe you could create the new item in the system keychain and delete the item from the user's keychain? I'm not seeing an obvious way of zapping the item from the user's keychain, but it might be easier to do via AppleScript than adding a keypair.
