Here's the relevant data I know of: Google's data [1] shows a few third-world countries where what you say is true, plus Japan because of a single particularly broken ISP [2]. RIPE Labs published numbers in 2012 showing a slight performance advantage for IPv4 [3]. I *think* I saw a more recent study showing a similarly slight advantage for IPv6, but I can't find it anymore, so it might be a brain fart. Is there anything else?
