with your commit everything seems to work fine ... i have reboot updated
firewall few times, change it from master to backup, shutdown pfsync0
and syncdev few times and nothing bad happens ...
# arp -an | wc -l
54
# pfctl -vsi | grep entries
current entries 23943
i will send report after students start using internet :)
