I'm wondering outloud it we should remove the #define, instead of leaving it in there. I.E. should we be deliberately breaking anything making use of that?
At the very least this (along with the DH one) can probably #ifndef LIBRESSL_INTERNAL - and failing that should we nuke them and bump majors?
