Sorry, HP-UX actually has the same behavior as us.  Here's what I
have so far:

4.4BSD strtol() behavior:
    HP-UX
    NetBSD
    OpenBSD

glibc strtol() behavior:
    AIX
    FreeBSD
    GNU/Linux
    Solaris
    macOS
