For comparison, the numbers are not the same
on a Thinkpad T400 (dmesg below) running on battery.

took 14m27.63s, consuming 19.25 - 11.04 = 8.21 Wh

apm -L (hw.setperf=0 hw.perfpolicy=manual hw.cpuspeed=800)
took 37m18.40s, consuming 22.25 - 10.02 = 12.23 Wh

So at last here, apm -A is better than apm -H,
but apm -L is clearly the worst.
