Thanks Mark. For third party sites we have a mechanism to publish changelogs in the pool/ directory just alongside the deb packages. This is implemented already in update-manager and works with sites like mediabuntu. Its not yet available for PPAs (yet), but there is https://bugs.launchpad.net/soyuz/+bug/253119 that tracks the progress of this work. The good thing is that once it lands it will just work for people on lucid (and onwards) because update-manager has the support. I realize that my initial text is a bit misleading "without relying on launchpad.net" really just means that there is value in having the changelog file available as a flat http-getable file to ease the load on LP and because update-manager expects it in raw text format because it will parse it and only display the relevant bits to the user.
